Google Ads Management Cost in 2026: US Agency vs In-House vs Eastern European Team vs White-Label
$98.04. That is what an agency pays Google, on average, every time someone in the US clicks an ad for "google ads agency". For "ppc management services" it is $115.80. For "google ads expert", $127.43. Agencies pay those prices to find clients, and the cost ends up in the management fee you pay.
This guide compares what Google Ads management really costs in 2026 across five options: a US or UK agency, an in-house hire, a freelancer, an offshore team in Eastern Europe, and white-label PPC for agencies. We use published price lists, Clutch rate data, salary sources and our own Keyword Planner pulls. Disclosure up front: we are a Ukrainian team that manages ads for clients abroad, so we have a stake in this question. That is why every number below comes with a source you can check.

In 2026 a US or UK agency typically charges 10-20% of ad spend, often with a minimum of $500-1,000 a month, or a hybrid of $500-2,500 flat plus 5-15% of spend. The average PPC engagement on Clutch is $7,165 a month. Agency hourly rates run $100-149 in the US, $50-99 in the UK and Poland, and $25-49 in Ukraine. An in-house PPC specialist costs about $66,000 a year in salary in the US, about $42,500 in the UK and about $12,700 in Ukraine. Offshoring to Eastern Europe can cut management cost 2-4x, but only works if you keep ownership of the ad account, agree on reporting and overlap hours, and judge the team by results, not by rate.

Search Engine Journal's PPC columnist adds a useful threshold: below roughly $2,500 a month in ad spend, a full agency retainer is hard to justify, and managing it yourself or with automation tools often makes more sense.
Why agency fees are so high
Agencies are advertisers too. In the US a click on "google ads agency" costs $98, and only a small share of those clicks become signed clients. Add sales calls, proposals, account managers and office costs, and a large part of your fee pays for things other than work on your account. That is not a scam, it is how the market works. But it explains why the same work can cost very different amounts depending on where the team sits.
Five ways to get your account managed
1. In-house PPC specialist
A US PPC specialist earns around $66,000 a year on Indeed (range $38,000-114,000). In the UK the median for a PPC executive is £32,000, about $42,500. On top of salary come taxes, benefits, tools, training and the manager's time. In-house makes sense when ads are a core channel with large spend and you need someone inside the business every day. For smaller accounts, one person often lacks the breadth an agency team brings.
2. US or UK agency
Local language and business culture, same time zone, easy in-person meetings, often a Google Partner badge. The price reflects that, and the hourly band is $100-149 in the US. Good fit when you need close collaboration, regulated industries with local legal nuance, or a large multi-channel program.
3. Freelancer
Cheaper than an agency and flexible, but it depends on one person: holidays, illness or a better offer and your account stops. Rates vary widely by region and seniority. Good fit for a single, simple account with a modest budget.
4. Offshore team in Eastern Europe
Clutch's rate bands show the gap: $50-99 an hour in Poland, $25-49 in Ukraine, versus $100-149 in the US. Salaries tell the same story: a PPC specialist in Ukraine earns about 47,500 UAH a month on Work.ua, roughly $1,060. The tools are identical (Google Ads, GA4, Tag Manager, Looker Studio), and Google certifications are the same everywhere.
Eastern Europe has a large services export base. Ukraine exported $6.66 billion in IT services in 2025, with the US as its biggest market, and Poland's business services sector employs nearly half a million people. English levels differ by country: in EF's 2025 English Proficiency Index, Romania ranks 11th, Poland 15th and Ukraine 45th out of 123 countries, so check communication on a call, not on a CV.
Good fit when you want a full team (strategy, setup, tracking, reporting) for less than a local agency, and you are comfortable working mostly in writing and on scheduled calls.
5. White-label PPC (for agencies)
Here the client is another agency. The provider runs campaigns under the reseller's brand, usually under an NDA, and the reseller keeps the client relationship. Published examples:
- A US provider charges resellers $997 a month for search ads and suggests a $1,199 retail price, and the setup fee goes entirely to the reseller.
- An India-based provider lists $299 to $2,999 per account per month depending on scope.
Providers claim resellers make 30-60% margins. That figure comes only from the providers themselves, so treat it as marketing. White-label works when an agency sells PPC but does not want to hire a PPC team, or needs extra capacity at peak times.

How to outsource Google Ads without losing control
Price is the easy part. These are the things that decide whether outsourcing works.
- You own the account. The Google Ads account, billing and payment method should be in your name. Google has five access levels: email only, billing, read only, standard and admin. Keep admin for yourself and give the provider standard access or a manager account (MCC) link. Do not grant ownership to their MCC: an owning manager account can change users on your account. Google also advises against having only one admin.
- Ad spend goes straight to Google. Pay Google directly from your card, and pay the provider only their fee. Google's policy for third parties requires reporting the exact amount charged by Google, excluding fees, and disclosing any management fees in writing. Direct access to your own account covers this.
- Agree on overlap hours. Kyiv is 2 hours ahead of London and 7 hours ahead of New York. A Kyiv working day overlaps London almost completely and New York for about 2 morning hours (9-11 am ET). That is enough for weekly calls and same-day replies, but not for constant real-time chat. Note that Europe and the US change clocks on different dates: on 25 October 2026 and 1 November 2026 respectively.
- Check Google Partner status. To keep it, an agency needs an optimization score of at least 70%, $10,000 in managed spend over 90 days, and at least half its strategists certified. It is not a guarantee of quality, but it filters out the least active.
- Sort out data protection. If you are in the EU or UK and will share customer data (CRM exports, Customer Match lists), check the legal basis. Poland and Romania are in the EU. Ukraine has no EU adequacy decision, so transfers there need Standard Contractual Clauses.
- Start with an audit, not a contract. A paid or free audit of your account shows how a team thinks before you commit. Look at whether they talk about conversion tracking, search terms and profit, or only about clicks and impressions.
- Agree on reporting and exit. Monthly report with spend, conversions, cost per lead or ROAS, and what was changed. A notice period of 30 days and a clean handover of all assets if you part ways.
The provider wants to create the account in their own name, refuses to show the cost Google actually charges, reports only clicks and impressions, or guarantees results before seeing your account. Any of these is a reason to walk away, wherever the team is based.
When offshoring is the wrong choice
- Very small budgets. Under $1,000-2,500 a month in spend, even a cheaper team may cost a large share of the budget. Simple self-management may be better.
- You need someone in the room. If ads are tied to daily in-person decisions, local or in-house wins.
- Heavily regulated local niches. Legal, medical and financial advertising depends on local rules. A remote team can handle it, but only with input from your compliance side.
